The short answer

Qatar's Council of Ministers approved a draft e-invoicing law on 6 May 2026. The law has not yet been issued, and the GTA has not published who it covers, the technical standard or the start dates. You don't have to wait for those details before you start preparing. Look at how your invoices are produced today and how clean your customer and supplier data is.

What can I do now?

  1. List every system that issues invoices, such as your accounting system, point of sale and billing tools.
  2. Check that each invoice carries your tax card number, the buyer's details and clear line items.
  3. Ask your software provider about its plans for Qatar e-invoicing.
  4. Clean up customer and supplier records.
  5. Name one person in the business to own the change.

Is e-invoicing linked to VAT?

Not directly. Qatar has not introduced VAT, and e-invoicing stands on its own: it is about digital records and giving the tax authority a clearer view of transactions.

Frequently asked questions

When does e-invoicing start in Qatar?

No date has been published. We will post it in our Qatar Tax Alerts as soon as the GTA announces it.

Will small businesses be included?

The scope has not been published yet.

Do I need new software?

Possibly. Ask your provider whether its next updates will support Qatar's standard once it is published.

Does this mean VAT is coming?

Not necessarily. The two are separate, and e-invoicing on its own does not tell you anything about VAT.

Can Axiom review our readiness?

Yes. We review your invoices and data and work alongside your software provider. We do not sell or install software.
